Ecuador: Draft Communication Law Needs Improvement
A conference on media ethics and self-regulation has been held in Ecuador as Congress discusses a Draft Bill on Media Regulation. Concerns have been raised about some of the provisions that may potentially impose unnecessary limits to freedom of expression. ARTICLE 19 and FUNDAMEDIOS strongly call upon members of the Ecuadorian National Assembly to place special attention to securing the free flow of information, ideas and opinions, according to international standards for freedom of expression.

Brazil: Over 70 Organisations and Experts Worldwide Urge Congress to Approve Access to Information Bill
Over 30 Brazilian organisations and more than 40 international organisations and experts have sent letters to the President of the Brazilian House of Representatives, Congressman Michel Temer, urging him and his fellow representatives to review and adopt the Access to Information Bill in a timely manner.
The letters, signed by civil society organisations and experts from over 30 different countries, welcome the efforts of the Congress to enact the law and urge them to do so in the current session.

Brazil: Special Commission Passes Right to Information Bill
A draft bill on the right to information was approved by consensus by a Special Commission in the Lower House of the Brazilian Congress on Wednesday. The Special Commission had been specially organised to review and pass the bill. To become law, the bill must be passed in both the Lower House and the Senate, and then be signed by the President.
ARTICLE 19 urges Brazilian legislators to bring the bill into line with international standards, including by taking into consideration civil society recommendations, and to concentrate efforts to adopt a final text of the Brazilian Right to Information Act during 2010.
